In recent times, I have deleted the Dell Utility partition on two computers because it has never been used but primarily because it takes the place of one potentially valuable primary partition.
However, on each occasion, when I try to boot afterwards I get an error complaining about a missing hal.dll (remember as well that the root (hdx,y) probably changed as well as you took out one partition).
To recover from the hal.dll problem you just have to boot with the XP install CD, go into Repair and then at the command prompt do this:
DEL C:\Boot.ini
BootCfg /Rebuild
Fixboot
